Dr. Çal is an Associate Professor of Administrative Law at Hacettepe University. His specialization areas are international arbitration, international project finance, constitutional law, public service and administrative law, international agreements, foreign investment and energy transactions. Dr. Çal has specific experience in investment arbitration matters. He has served as expert witness and counsel in ICSID arbitration proceedings of the Republic of Turkey.
Working formerly as a Treasury Specialist at the Undersecretariat of Treasury, Dr. Çal has gained a unique experience in external financing for infrastructure services. He is the author of a master thesis on “The Legal Aspects of International Credit Agreements”. Dr. Çal played active roles at various departments of the Undersecretariat (including department head posts), dealing with project finance in the energy, transportation, irrigation, national security, water & wastewater, aviation and rural development sectors, as well as BOT type innovative PPP projects in a wide variety of sectors ranging from transportation to health or municipal services. He has invaluable expertise on concessions, independent regulatory bodies and specific expertise on the Baku-Ceyhan Oil Pipeline Project.
Dr. Çal participated within the State Supervisory Council and Presidential Energy Consulting, where he was an Expert at the Office of The President for global policy matters. He was a Senior Investment Expert at the Energy Charter Secretariat (“ECS”) for 6 years and was involved in investment related activities of the ECS, encompassing various researches of all ranges within the energy chain, including, investment arbitration, reciprocity, investment climate assessment reports, energy finance.
Dr. Çal has lectured at various universities including the Middle East Technical University, Bilkent University and the Banking and Commerce Institute of the Ankara University. His lecture topics include public-private partnership and privatization models (including, inter alia, the BOTs, BOOs and TOORs) within the concept of public infrastructure financing, especially energy privatization.
In addition to his academic experience, Dr. Çal has acted as a Foreign Attorney at Arnold & Porter Law Firm, Washington, D.C. between 1997 and 1998, where he was involved in the representation of sovereigns & corporations in various project financing (ranging from U.S. EXIM transactions to BOT type power plant financing) and international & domestic capital markets transactions.
